would like to call this meeting to order
and invite Pastor Barb Lohrbach from St. John United Church of Christ to come
forward and lead us in prayer.
PASTOR LOHRBACH: Let
us pray. God of peace. You love this City, a place of hope amidst
the lives of human kind where generosity and greed, compassion and cruelty,
wealth and poverty exist side by side.
We pray for the City of Kankakee that the needs of all for food,
shelter, and work, where justice and dignity might be met. We pray that the diverse people living here
may join their efforts to see the good of all.
Minister to the City through the hands of your people as they feed the
hungry, heal the sick and comfort the sorrowing. Guide these elected officials to solutions
that benefit all who live here. We pray
for our nation that we might truly be a land where all are valued. We pray for those who serve this land, its
military, police and fire personnel remembering their dedication to we the
people. We pray for people living in
cities around the world who seek to work and to survive. We pray for refugees and for those who have
been driven off their land. May they,
too, find what they need to live. Keep
alive in us that hope of shalom, of the City that finds its light from Your
presence and its joy in doing for the least among us, where tears are dry and
violence is no more. In the name of God
who is gracious beyond our imaginations.

have a, ah, I have a item from the Floor–Communication from the Floor–real
brief. All of you guys are well aware of
the, ah, Christmas Day dinner in which they have about eight sites throughout
the County in which they provide dinners to approximately 850 people. For those widowers, homeless, lonely individuals
or people who just don’t have anybody to have........share or prepare a
Christmas dinner for them. As a
consequence of that, the Christmas Day dinner program sponsors a Kankakee Golf
initiative which will be held on Wednesday, September 23, 2009. I think it’s probably fitting and proper that
we assist this particular positive initiative to assist those individuals who
will have a less than stellar Christmas.
This will add a little ray of sunshine for those individuals who do not
have family members around, or who have lost their loves ones or just don’t
have the money to prepare Christmas dinner at the various eight sites, two of
which are in the City of Kankakee–at the Civic and the Lesieux Pastoral
Center. There are dinners prepared,
there’s entertainment and there are gifts provided to all of the
attendees. So, I would think it would be
fitting and proper that we support this particular initiative and allocate
$500.00 coming out of Community Promotions for this initiative.

Development is the company that we have our sales tax sharing agreements with
and we rebate a portion of our sales tax back to this company that distributes
it to many of the other companies that we have our agreements with. The City keeps a portion and a portion is
rebated back.

a portion goes to the County.

a portion also goes to the County.

we go, I would like to request some of those bikes that we just surplused be
donated to UDS and what that is, that’s the United Developmental Services. And, what they........they let the
handicapped people work on those bikes and fix them and put them back into use
and I think some of those bikes would be a good thing for some of those people.

will contact them and if they would like to come and take a look and pick
whichever ones they would like. We will
do that Alderman Brown.

the assignment of a redevelopment agreement from Heritage Executive Centre to
Peoples Bank of Kankakee. Do I have a

would you like an explanation first?

Development had a redevelopment agreement applying to the new Peoples Bank
building. Peoples Bank is buying the
building from Heritage Development so it’s just a matter of assigning the
redevelopment agreement from Heritage to Peoples Bank so whatever incentive is
left to be paid will be paid to Peoples Bank instead of Heritage
Development. This is a
substantial........this is good news.
Peoples Bank is buying the building which previously had been leased.

Epstein, I just wanted to remind people that the Half Paddy Festival this
weekend is downtown. It’s very close to
the Administration Building and it’s Friday evening, entertainment and food,
and then Saturday the entertainment and food is all day and evening, but at
4:00 P.M. there is a mass–a Blue Mass–for the police and firemen and it is
really very moving if anybody has a chance to attend.
MAYOR EPSTEIN: Thank

Safety is tomorrow at 5:15 P.M. in this building by virtue of the fact that
yesterday was a holiday.
MAYOR EPSTEIN: Correct. In your packets tonight was a brochure that,
ah, there are workshops that are being conducted by the Bradley-Bourbonnais
Chamber that deal with Planning and Zoning and actually a variety of items.
Ah, I would encourage you to try to attend some of these workshops. They are scheduling them one at a time so the
first one is on September 17. If you
have a desire or an interest to go, would you please let our Clerk, Anjanita
Dumas, know. And, she will take care of
providing the registration. I will
probably pay up to four Aldermen. It’s
$25.00 per session. So, if you would
like to go to the first session, let us know or you could mark your calendars
and we will register people as the dates get closer for the other
sessions. My understanding is that they
are very worthwhile to attend. Hearing

ALDERMAN WILLIAMS: Yeah,
an Alderman comment. Ah, we are
witnessing what I believe is a reduction of the truck traffic–semi traffic on
East Court Street and I think with the aid of our Traffic Control Department,
truckers are finding a new route around Court Street and I was wondering if I
could hear from the Chief was there anything pending about the Traffic Control
Unit being dismantled or are we going to probably restructure them to try to
find out where those trucks are going now to get around Court Street?
CHIEF KINKADE: Well,
there was........there are probably people that would disagree with you ‘cause
I’ve heard people say that they still feel that there is too much truck
traffic, especially down Court Street.
Ah, there–as far as the, with the County the way that it was, the budget
difficulties that the City was experiencing.
I mean that’s always something that we have to consider as far as
absorbing the Traffic Unit back into patrol.
But, there is no immediate plans for that right now.
ALDERMAN WILLIAMS: Okay,
